Why do you have to do a certificate of competence?
The legislator justifies this as follows: "The certificate of competence should ensure that before getting a dog the necessary knowledge is acquired to keep the dog animal-friendly. ”You will receive this certificate of competence after completing a course.
What does the knowledge course teach?
- Knowledge of dog ownership,
- Development from the puppy to the adult dog
- The dog as a social creature (contacts with caregivers / conspecifics)
- Recognizing signals of stress, fear and reassurance
- Body language
- Common misunderstandings between humans and dogs
- Need for rest / employment.
Likewise, knowledge of animal-friendly dog training, learning behavior, positive reinforcement, aids in education, behavioral problems (recognition, contact persons) and practical exercises. Also knowledge of relevant legislation.
The course lasts at least four hours. An examination is not required and after completing the course, the participants will be issued with a confirmation, which is valid as a certificate of competence.
What is the difference between a dog license and a certificate of competence?
Anyone wishing to keep a dog of a certain breed or crossbreed must take the Vienna dog license. On the other hand, attending a knowledge course is compulsory for all people who have not kept a dog in the last two years and who now want to buy a dog of any breed.
The certificate of competence is only valid for you, as the owner. But is not mandatory for third parties. This means that your dog sitters can continue to walk the dog even if they have not taken the knowledge course. With the exception of list dogs, people who do not have a dog driving license are not authorized to carry them out - you can find the current list of breeds here:

Listed dog owners are obliged to repeat their license after 21 months. On the grounds that puppies behave differently than adult dogs.
